We have black people problems in America. Yeah, it's when people complain about things that happened two hundred years ago.

No, he's saying that white people on the whole tend to make up stupid problems in order to have something to complain about. Actually, he never mentions white people themselves, he only uses "white people problems" to label the made up problems he's talking about. People of all races do it.
