I think its like that tv show NBC had a while back where electricity wouldn't work unless you had this machine because there was a constant emp effect around the globe.

I think it means it's in an apocalypse and this guy saw stars for the first time since ever and now the pollution is diminishing so you can actually see the stars. And it scared the guy because he thought that maybe robots or something was coming back
