I work at Walmart, but we always have quite a bit of lanes open. It's the only one I've been to that does that. Also, we have A LOT of employees, but they're all designated to certain areas of the sales floor. I, for instance, an a designated cashier and that's all I do.

They don't know how to schedule breaks.
