As a vet assistent specialized in trimming cats without annstetics, let me give you some examples.
*Cat is too old to properly groom himself but won't let the owner brush him. Result: filt
*Cat got some kind of other physical disability making him unable too groom. Result: filt.
*People get a cat like a maine coon and never taught it to be brushed. Result: angry cat if owner tries to brush and filt.
*Cat gets in trouble (A LOT) and gets something in his fur what in unable too be washed out. Result: cat on the table again after 3 weeks of shaving him because he got bubblegum in his fur. The first time was mud & fish wires.
Filt ofcourse has to be removed as it's very painfull and damages the skin underneath. So you can try to brush it of, not a very good idea if you want to keep your arms. Or you can shave the cat.
Let me just google if I used the right word for filt. Aparantly it's felt but that doesn't really makes sense in my sleepy brain.
