I see what he's trying to do, but you should actually teach dogs to never take food from strangers, just like you would teach a child the same thing.

99% of us do have the training ability to teach a dog to NOT accept food. this is fine, and in a neighborhood, might prolong the dogs life as if it barks less at people its less likely to be target of ill will and less likely to cause you pain by dealing with noise ordinance enforcement.

My neighbor tried this with the other neighbor's bull mastiff. It doesn't work. You're reinforcing bad behavior with a reward. Since they put a sign up expecting others to train their dog, they shouldn't own a dog. They don't have the time for one.
