White chocolate is made out of cocoa butter. "Cocoa" butter obviously hints that it's made out of cocoa as well as any other chocolate. And while it doesn't have the other stuff, it's made from the same plant and I see no reason why wouldn't it be chocolate. That's like calling fruit tea "not tea" or something.
