I guess the fiber makes deer and horse stuff clump together, but since cows have multiple stomachs, the fiber is digested to the point that it no longer holds together. It then is flattened by the impact and hardens.

Fibre is one part, it also has to do with the amount of moisture is taken out of plants by animals. Camels and cattle are both ruminant animals but camels have small dry pellets not big pats, because they take so much moisture out of what they eat.
