yeah i think the service animals can be in a seat or something but otherwise when you pay for a dog its gotta be under your seat.

Depends on the airline. Obviously this dog would never be able to fit under a seat.

its not airline its federal regulations. if your dog doesn't go under the seat you gotta put it in a cage and cargo it. there are only exceptions for service animals, however its pretty easy to get bullshit service dog exemptions. almost no one would check a pet in under the plane if they were allowed to bring it ON the plane.
