The Chinese always have the good technology first but they never put it to good use.
Ex. They invented the compass just to compare feng shui
They invented gunpowder for fireworks
They had ultra good shipmaking ability and only sent one fleet out to brag to other countries about how good of a technology they had.

Fireworks were for signaling armies. I'd say that's good use
