There hasn't been a payphone in NYC in ten years. But they did enter an agreement with some provider for free hotspots. Only requirement was that in an emergency the hotspots are only available to first responders.

I thought I found one driving through a small town last year. I got excited and pulled over to check it out, but it was an empty phone booth that was being used as a shelter for the school crossing guard!
