Everyone sees the UAE as an advanced/luxurious/beautiful country, but they do use slave labour from countries (mainly south east Asia), for them to work there and they take away their passports so that they can't go home.
they do know about it but there's not much they can do, honestly. There are laws against it but they don't have the people to check constantly on big businesses and construction sites to make sure everything's legal.
And people have the money and the means to make people believe that things are 100% legal and ok, whether that's bribing people who come to check, or bribing (or threatening) labour workers to lie and pretend they're doing swell.

I lived in Dubai for 5 years and was taught and told by many that the government was not in with it. The Kafala system is all over the Middle East, not (just?) Dubai.
