I'm fairly certain he said that because he doubted the book would actually kill someone in the beginning, whether or not he actually thinks of himself as a murderer later on I don't know since he's a narcissistic f*** and believes his actions are justified. I hated his ass and didn't even bother to finish deathnote

Well light had a great ideal about a future for the world, but the power of the Death Note slowly corrupted his mind and you slowly watch him descend into madness and you see first hand how his ideals become more corrupt

The main concept is that absolute power corrupts absolutely.
In his head what he's trying to do is justice in its purist form but L believes that no one person should hold that much power, especially over life and death.
In the end Light falls into delusions of grandeur and declares himself a God. I won't spoil the ending but you have to watch it yourself. It's a brilliant series, the anime is much better than the live action versions.
