That's not a muscle. It's a tendon. If you can't see yours then it simply isn't stretching tight enough. You can feel it though if you press your finger down on your wrist.
most people have that extra tendon, and it is useful and here is why: I cut a tendon in my finger, making it unable to move, but doctors were able to take that extra tendon and insert it in my finger. with some physical therapy I was able to move my finger again.

IT IS EVEN POSSIBLE THAT ONE ARM HAS IT AND THE OTHER DOESN'T. PLEASE STOP SAYING THAT ONLY THOSE PEOPLE ARE PRODUCTS OF EVOLUTION, WE ARE ALL PRODUCTS OF EVOLUTION! Sorry, I just needed to get that out. I'm very passionate about biology.
It's good that you are very passionate but they never said it was through natural selection. But yes, it's true that we all are products of evolution but this may just be one of the more recent visible changes.
