If all the things in the list can only be nouns (e.g. a dog, a cat and a pig) then it's not necessary. If the final nouns can also be adjectives then use it (e.g. Bob, a Dj, and a clown)

No commas Oxford or otherwise can fix that.
What's needed here is better sentence composition and structure.

Commas are punctuation, not crutches. Don't use them to prop up bad syntax.
