It's a Tumblr series of Rose and the Metacrisis Doctor and there's so many characters and it's absolutely wonderful and heartbreaking!
And I should clarify that it of course is manips and whatnot that takes footage sources from other series, but it's still wonderful and amazing. I highly suggest taking a look :)
After careful examination i've concluded this is formed by screengrabs of other series. Billie is using too much makeup to be rose, it's probably from diaries of a call girl. Also when playing the doctor tennant never allowed his beard to grow out. I'm guessing the image is from broadchurch or however that show is called.
