Yes, though the lions share of the forces are usually provided by the US. Thus causing the appearance that it is a US only operation.

I think I remember reading somewhere that Bill Clinton and George W Bush both both fell behind paying our dues to the UN. The UN sent some strongly worded letters threatening some sort of sanctions. Our reply was something to the effect of "we're going to pack up our military and go home, good luck". The letters supposedly stopped. I wish I could remember the source.

The US presence has caused some awful problems in the middle east.

The Middle East had a problem or two long before US foreign policy. They took a real left turn around 600ad
