That's not how wolf packs work at all. Wolves don't have "alpha" wolves; most packs are composed of the parents and no more than a few generations of offspring. The parents are in charge of their young, just like with human families.
No, wolves have alpha pairs but it's not like they are the only ones who can mate. They are essentially just leaders. Parents take care of their own offsprings in this society. I could be wrong thou, I just made a few minutes worth of research.
