Why would you need to drain the water? It doesn't hold much water when you stir, I have one with and without the hole. When the pasta is done you use a colander to drain the water.

I'm pretty sure that's mainly there to drain the water out of the scoop when you're stirring or serving. Idk though

Well you don't serve it from water, also there are the same ladles without the hole could be real

My family served it out of the water it was cooked in. Thinking back on it, serving dishes weren't really our thing. Plus, it keeps your noodles warmer for longer :)
