I'm on level 9. A big part of why is that I live in a really small "village" with only two poke stops... I've been mainly playing while in bigger towns because it's just so much easier and I don't have to stay put in one poke stop to get balls. There isn't even a gym where I live :(
:( my sister is in a similar situation. She visits us in the city once a week and we walk around until she has around 100 pokeballs and that does her until the next visit. Maybe try getting a ride into town once or twice a week, as the best way to level up is evolving a bunch of 12 candy Pokemon and hatching eggs with a lucky egg. But to do that you need pokeballs. In the meantime, there's nothing wrong with being a lower level, so long as you're still having fun :)

dang dude that sucks, I barely started yesterday but there's a rec by my house so there are lots of pokestops and people placing lure modules so it's fairly easy to level up and catch pokemon. The only thing is I started late so it's hard to compete with the people who've taken the gym cuz they're way ahead of me
