i think what he means is that maybe one or two of his family members have died and by "going fast enough", he will crash and see them again.

If the max speed limit in your entire country is xx kmph, why can't we set that xx as maximum speed a vehicle can go? So many technologies to set max speed for a vehicle...

Some states (talking AU) have different speed limits. NT used to have unlimited speed limit roads.
