Unless the person was in the early days of ingress and placed a bunch of portals into his backyard, all without anyone else reporting those portals, that wouldn't be able to work.
It's impossible to put "5-10 lures" in your your house. Incense are only for yourself and you can only have 1 at a time. Lures also only work at Pokestops, so you'd need to own a whole godamn park to do this.
