I think he wants ppl do do something for the country (not specifically military) so that we all appreciate the nation we live in, and so that we'd be less likely to let it get fucked up, like we are right now.
I love this idea in theory. I don't think many people knows what it means to be a citizen of this country beyond talking points about freedom and American exceptionalism. However, this nation was built and will thrive or die on volunteerism. By and large, Americans volunteer a lot, but there could always be more.

Everyone should be forced to work a year in fast food. Nothing will teach spotting and hating douches and respecting smart, kind people faster. At the very least it would cause the belieber fanbase to leave in droves.
