Goldfish and Betas are top breathers. They come to the top and gulp air then go back down and swim.

Only if you don't put the proper filtration system in to airate the water. Beta fish have a labyrinth organ (kind of like a prototype lung). Goldfish do not. So by no means should a domestic goldfish be forced to gulp air.
