This is actually nothing out of the ordinary; there are those in government whose job is to come up with contingency plans such as this, which are never intended to actually be implemented. Plans such as this are what you might call "spitballing," or "throwing shit against the wall to see what sticks."
I seriously doubt anyone ever took this as seriously intended for implementation.
On the other hand they really did try to poison Castro's cigars.
And during WWII they tried to sneak estrogen to Hitler to make him more feminine and docile.
Hell, they even tried to set bats loose in Japan with fire bombs strapped to them, but that plan ended when the bats burned down the US base they were testing them at here in the States.
I mean there are nutjobs that really mean what they propose. Perhaps whoever came up with this really did think it was a good idea, and really did want to do it; I don't know. But I'm sure this was only one of many proposals that his superiors did not intend to implement. I'd wager this was only a "thought project" like so many others I've heard about.
However, considering the number of plots that the CIA really did attempt it's possible this was a serious plan; though attacking Americans is still pretty far-fetched.
