I can tell you, in Spain killing an stray cat is not manslaughter. I don't think you could even get charged for it, but I will check.
Addition: It can only be a crime on a private road, if not nothing happens to you except if it indicates that there are free roaming animals around
So if a cat shits in my yard, can I get it arrested for disorderly conduct? If a dog kills someone and it's proven he had a hard life, will he be allowed to live? Dogs and cats don't have the rights of humans because it's impossible for them to live within human social constructs.
