Umm, not really. November 1 is a Christian holiday called All Saints Day, there was a pagan holiday (that predates Christianity) in late October that was basically a harvest festival where goods were shared and stockpiled in the community. The classic Satan or devil is a Christian construct and therefore a pagan holiday predating Christianity would not be "Satanic". Over time the night before All Saints Day became All Hallows' Eve and was celebrated by dressing up to ward off evil spirits and eventually to share treats. Modern Satanism may have adopted Halloween as a holiday, but its roots predate satanism.
