Where I live it's mainly because kids would rather talk and mess around during class so they don't listen, plus the teacher has to take time away to tell them to shut up

Of course we could solve that problem. Just do away with standardized testing and multiple choice. This would alleviate many of the methods used to cheat. If a student has to answer essay questions for every test or quiz and the content is graded by what is there, what is not there, and what shouldn't be there you'll find that cheating will have practically disappeared.

Exactly, which is why we use standardized testing. But that cycles right back into the problem of the grade being more important than the tested material. Granted there are some things we can do to mitigate some of it like cumulative testing where as long as the material was covered it could be on any test from that point on. But that just moves the time from time grading to time creating. You'd need three, four, or five different versions, with mostly different questions, not just rearranged, to make it work. Of course none of this matters because something that will never happen is for governments to just trust that when a teacher passes a student it's because they know the material. And it requires teachers that are willing to fail any student who doesn't. For most places failing a student causes the teacher so many problems that they just don't want to deal with it.
Bullshit. I know you want to make some grand comment about the state of education, but people cheat at everything, even if there's no real reward to do so. It's the same idea behind people lying about silly, insignificant things.
