I find it strange how this supposed lack of aim and ability to hit a target has permeated the world. They literally kill everyone and constantly force the rebels to flee. The only time they really miss is when they had to to allow the main characters to escape so they could track where they went or when it's obviously necessary for the plot to not kill the main character.
