I'll take things that didn't happen for $50 Alex.
Teachers and administrators are allowed to confiscate items. In many States (I don't agree or support any of this) they are allowed to charge for compensation because someone has to safekeep the item. I am just the bearer of info, don't hate me unless you are Rwby and then you can, but you won't even mean it.

i am honestly curious on where you got this information. unless this was written and signed off on by the student (if underage the parent) this goes against the law. that would be the equivalent of me finding your phone taking it and then contact you for the safe return with a fee. a school cant force you to give up your items. if deemed hazardous to the safety of people around you they can call the cops, but cant forcibly steal it. they can request the item, but then bailment laws are applied. they can punish you in all rights of the school. suspension, detention or expulsion. though again in detention, you can leave and they can't stop you, but can, in the end, refuse to teach you. i could be wrong, but i have never heard of what you are talking about. it is beyond the authority of the schools, that i am aware of. we still get our rights as citizens even at school. i don't know other countries though.
At my kids schools they can confiscate phones. But they don't charge. They make the parents come get them. And if the parents don't have time, the kids don't have their phone. Since we make our kids buy their own phones (want not need) it's no skin of our noses.

i agree with what you said, i just want to state the legality here. honestly if they want to "confiscate" the phone, they are not actually taking it. you are agreeing to let them borrow it. if anything happened to the phone (get lost, stolen or damaged) the school is liable. they don't have the permission of law to confiscate in the literal sense. you are letting them borrow the phone. if you refuse they can only punish you with the rights given to the school (refusing the service). all else is an agreement. then again the law system is nothing more than an agreement, though the government is able to go as far as imprisonment, bodily harm and murder, if you want to get down to it. also if the phone is damaged, you can't get the police to punish them, only to get a police report. to get the value of your phone back it would be small claims court. if i recall anything in value under $5000 is small claims.
