And unlike the attack on Pearl Harbor, America gave plenty of warning about the bombing, not only to the military but ti the civilians in ALL potential target cities. They carpeted the cities with pamplets warning of the bombings and giving the reasons why they were targets, telling people to get out. Not only that, but the Japanese government refused to surrender after the first bombing, despite being warned there would be a second.
Leaflets fell from the air like rain and radio stations were blaring warnings ahead of time. Part of the reason why they ignored it was becuase Japanese Civilians back then were told by their government not to trust anything the American Military said, which is why stuff like family sucides happened when soldiers started to take over Japan's territories. They honestly believed that the Americans were nothing but brutal pillagers sent to raze the earth they stood upon. They kept stumbling across the bodies ofvillagers who had either jumped off cliffs into the water, or in other places where they killed themselves. Imperial Japan was nuts.
