If he doesn't want it you could buy him a tent or something, can't let him freeze to death

I believe I read this somewhere else. He said he didn't want money given to him; He wanted a job.

Money can lead to a job though. With 5k you can pay for a rental place for a while, get yourself cleaned up, have an adress, a bank account, find a job. Look for anything with minimum pay.

There used to be a homeless guy in my town called Pete who everyone knew and chatted to. He became famous for walking a few miles to deliver a wallet with a few hundred pounds in it back to its owner, and refused the reward. Apparently he was a millionaire who gave everything up, though I'm not too sure how true that is. When he died a few years back, everybody in my town, including myself, gathered in the square and raised some money for his funeral and homeless charities. TL;DR there are still good guys left in the world
