Look at the battle of Mogadishu, the U.S. military observed that unarmored hostiles hit by high velocity rounds would be harder to kill because the bullets went clean through them, as opposed to tumbling and mushrooming in bone and tissue.
Wouldn't lethality be dependent on bullet size? If you have a small cal. at a high speed it will go through but a big round at a high speed will cause much more damage
