I've heard about that! Evidently you actually have the power to bite through someone's finger like a carrot, but you don't because your brain tells you not to. It's some weird phenomenon.

I think that was disproved,but it's a bit of a given that the brain would force people to hold back a bit so they don't get hurt.

That, and also when you bite your tongue accidentally, you usually end up biting a small part, but when you bite it intentionally, you end up biting a larger part. Now pinch a large part of your skin. Doesn't hurt, right? Now pinch a small part. It's the same effect, combined with your brain subconsciously protecting you by preventing you from using your full jaw strength to bite it.
