Sometimes they need it tho. In places where it gets really hot the pavement can burn their toe pads. Or in places where it gets cold and people salt the side walks (which is the likely option given the sweater) the salt can really hurt a dog. Especially if they lick it off their feet which they do.

Plus, this dog is well kept. It seems well-nourished, groomed, it has a warm home, there's no sign of abuse, and the owner seems to care about it. It is simply wearing socks/boots.
