P'raps because the guy didn't even have the time to bring his gun to bear. If you have a nuke but the bay doors don't open, you effectively have nothing.

To those saying "why dont you tranquilizer it". The average person doesn't have a tranquilizer on them at all times. That and they don't work immediately like in the movies. It can take upwards of 2 hours to fully put down an animal. So for the time being you have a very pissed off cougar with a dart in its ass.
