Yeah, but Pepe has a relatable facial expression and has practically achieved godhood, and Chuck Norris jokes were funny before people ran that meme into the ground.
This is just shitty ebonics and a phrase that I guess is supposed to be funny because in spite of it's near incomprehensibility most people will understand what story it's referencing.
