It actually depends on the species, some have both genders some are male OR female, e.g. hemp and willows...

The sexual organs of the plant are the flowers, the pepper itself is just the "fruit" of the plant. After petal fall of the flower, there is no longer gender, just fruit growth. (From a farmer perspective)
