There are places that get donated suits just to help people look good for interviews and whatnot. I know some local dry cleaners will actually give out dry cleaned and pressed suits that were never picked up, at no cost to people trying to get a job.

Ehhh... I think requiring a photo might be illegal. I know requiring one before you're hired is.

I don't think it is illegal if he is their employee. Where I work required a photo in a suit for my ID badge; they have a professional photographer on campus, I just had to show up. We also have our own company social network, which I never go on. We have our own newsletter, which has profiles of new hires and even volunteers.
