I love how they mislead us into thinking that they're exploiting Ms. Bellum because she's one of the only two adult female characters on the show and we never see her face--we only see her attractive body. HOWEVER she's also one of the smartest characters in the show and almost always the voice of reason.
Sure, the charecter is drawn as having a caricature of an attractive figure... much like Jessica Rabbit was. Having good looks is sometimes seen as having power.
Her imagining also includes the artistic license to not show her head as a means to accentuate and further the idea she is also very tall, which one could argue is also an attribute of power. Two attributes sexistly stereotypically not desired in women; height and power. Add to that her practically running of the city for the mayor adds a fourth layer of power.
One may suggest that she also has a very attractive face, but it is unseen...
