It's safer. Cats can get a plethora of diseases outside, ones that can't be vaccinated for. Not to mention wild life, cars, dogs, other people who could hurt the animal or take it, the risk of a cat who's raised indoors being let outdoors for the first time means they don't know how to defend themselves as well.

This isn't to mention if you have a collar, they can end up hanging themselves because they'll climb a tree and slip and the collar catches them. Unless it's a breakaway collar but those aren't fool proof. It is safer to keep your cats indoors. Indoor cats are also proven to have longer life spans.
