Those vending machines (a small hand full) were outlawed almost as quickly as they were put up almost two decades ago. Nothing recent about that. There are machines that dispense underwear with the word "used" in the signage (but all have disclaimers that they are really new). They are for creepy foreigners, not creepy japanese who know better then to pay good money for very low quality new undies.
