I doubt it actually stayed on for years, turtles actually shed scaly type things called scutes with the approximate texture of fingernails from their shells.

It depends on how it was put on. Perhaps it was put on with the shedding in consideration? What if it had the shell removed?

If it had the shell removed it would be dead, the spine is integrated into the shell.
