why is it rude/mean to ask a short person to grab something low to the ground, but not rude/mean to ask a tall person to grab something close to the ceiling?

Because not picking up something from the ground is just laziness (unless you're disabled and genuinely need help) whereas being short and asking for help to reach something up high is something that can't be helped as it's literally out of reach
What if you're not disabled, but there is a short person right next to a cabinet. Said cabinet holds a bowl that you are looking to use to eat some soup. You're on the other side of the room. Is it impolite to ask the person to grab the bowl, or should I walk all the way over there, shove them out of the way, and grab it myself?

It's not impolite at all to ask as they're closer to the item than you are, just don't make it into a height thing.
