Did anyone actually do anything illegal?

Kidnapping for starters, also fraud (usually the whole reason they were scaring people was to hide that or to buy some business at a low price)

Kidnapping and fraud. Also I think a few of them killed people

Kidnapping, robbery, disturbing the peace, previous warrants, theft, fraud, trying to artificially lower property values, forgery, counterfeiting, squatting, criminal terrorizing and intimidation, robbery, trespassing, breaking and entering, attempted murder, reckless endangerment, framing, harassment, impersonating a police officer, obstruction of justice, etc.
