Technically you can because the human eye is developed for in-air use. The difference in refractive index between air and eye-fluid is different than that of water and eye-fluid which is why to see properly underwater, you need goggles.

Well lets put it this way if you take a bowl fill it with water and place a fish in it the fish will stay in the bowl never leaving the water. Now if you take that bowl that still has water and the fish in it and place it in a tank filled with water and set the bowl inside on the bottom the fish will CONTINUE to stay INSIDE THE BOWL not knowing there is more water. Till eventually it gets close to the top of the bowl and realizes it can continue to swim.
