The latter pic makes me *desperately* want to trim that. That needs some shaping, not to mention a cleanup along the cheekline. Also, dude hasn't given it time to fill out. Easiest way is grow a goatee for a year, keeping it well groomed, esp. oiled, and then let it mature into a beard.

That reminds me; is a goatee just on the chin or does it also include a moustache?

As far as I understand the definition is nonspecific on that point. Most people that I've seen choose to include a moustache, though.
