If the PC is good at staying cool (assuming it's doing an equal or greater load of computing) then that means that it's better at pumping its heat into the surrounding air, which means the room will heat up more. Your "problem" makes no thermodynamic sense.

Glad I'm not the only one that said 'wait a minute here' I know my tower throws out heat like crazy (considering that when it's idle the cpu is often below 100°f)
