All modern cars, at least in the US have sensors that detect whether a person is in the passenger seat and whether they are buckled in. In most states you can get away with being unbuckled in the backseat, if you are an adult, but not in the passenger seat.
This is my father-in-law. He came for a visit, sightseeing in cali for a week. Day two, I told him, every time your seat belt alarm goes off, you owe me five bucks. And every time it went off I'd remind him. You owe me 5, 10, 15, 20 bucks. We got up to 95 bucks. Ended up having a nice dinner at the end of the trip.
