The only thing I can think of is recording on private property? But even then it wouldn't warrant getting charged especially if she was trying to prove her child was getting bullied

Not public property. It is state owned, kind of like sidewalks, or parks. Because of this, it is the school's responsibility to make it a safe zone. They can get in big trouble if word gets out that they aren't.
