They do, but they are still needed, so the point is how much to charge so that work doesn’t go down more than what the taxes went up (or at least this is what i learned on my macroeconomics class) (i don’t know if what i said is understandable or not, sorry)

I think there's a point where it does discourage smoking. As a former smoker myself, I know that addicts will find their addiction one way or another. The homeless people I work with usually roll their own.
